Scrape and Rebuild, or Remodel? The Questions to Ask Before You Own the Answer
The rebuild-vs-remodel decision is won or lost before plans exist. Here are the feasibility questions — structural, environmental, and entitlement — that decide it, from EWB's conceptual site review practice.

The most expensive words in development are “we’ll figure that out during design.” The rebuild-vs-remodel decision — whether an existing building is an asset or a liability — is usually decided by facts that were discoverable before anyone drew a line.
Our conceptual site reviews look at four things first:
1. What the structure will actually give you
Tilt-up from the 1970s can be a gift or a trap. Panel condition, roof structure capacity, and seismic vintage determine whether you’re keeping a shell or paying to demolish it twice — once on paper, once for real. A structural screen costs a fraction of the surprise.
2. What’s under the dirt
Former gas stations, dry cleaners, and auto shops leave signatures: USTs, solvent plumes, clarifiers. Environmental flags don’t necessarily kill a deal — but discovering them after close moves them from negotiating leverage to your problem. Our reviews flag what to investigate — never what to assume is cleared.
3. What the jurisdiction will let you do
Zoning, overlays, parking ratios, and — increasingly — jurisdiction-specific requirements like EV-ready parking or stormwater retrofits. Every jurisdiction we work in feeds a knowledge base our teams (and our municipality Q&A tool) draw on.
4. What the math says with real ranges
A remodel that “saves” the shell but requires seismic upgrades, new MEP, and ADA path-of-travel corrections can quietly cross the rebuild line. Run both numbers as honest ranges before falling in love with either answer — and make sure the ranges come from someone who has built both versions.
The honest caveat
Early-phase reviews are triage, not clearance. Their job is to surface the questions that deserve real investigation — geotech, Phase I/II, structural — before your capital is committed. That’s exactly how we frame every conceptual site review in FreeCon: investigate, never cleared.
