What Actually Moves the Cost of a Grocery Store? (2026 Update)
Grocery construction costs swing more on refrigeration scope, sitework, and market labor than on anything in the finish schedule. Here's how the drivers rank, from a team that has built hundreds of stores since 1994.

Refrigeration scope is the swing factor
A conventional-case store and a full low-charge CO₂ system are different projects wearing the same floor plan. Refrigeration is also the schedule’s critical path, which is why we sequence rack setting ahead of interior finishes rather than behind them. If you’re comparing budgets from two builders and one hasn’t asked about your refrigeration basis of design, that budget is a guess.
Market labor deltas are real but narrowing
The historic spread between coastal California and Mountain West labor has compressed as inland demand has surged. Land is cheaper inland; skilled trades no longer are. Licensing posture matters more than it used to — a builder already licensed where you’re growing mobilizes while others are still qualifying.
Sitework is the wildcard nobody budgets honestly
Fuel centers, off-site improvements, and utility undergrounding routinely add a double-digit percentage to building cost. Our budgets carry sitework as an explicit, stated range rather than a footnote — because the surprise version of that number has ended more deals than any interior line item.
Remodels are a different animal
For occupied-store remodels, the honest unit of measure is not dollars per square foot — it’s lost sales days, and the right answer is zero. Phasing, night work, and containment planning matter more than unit cost, and they’re planning decisions, not construction decisions.
